Dr. James R. King has spent more than two decades helping organizations turn performance frameworks into operating discipline. As Founder and Chief Transformation Architect of Scaled Transformation LLC, he works as an executive consultant to public and private sector clients, improving quality management systems, facilitating organizational transformation, and guiding performance excellence journeys through ISO-aligned frameworks and structured transformation methodology.
 

His work has included authoring a Enterprise Program Management Office Playbook for the public sector, building enterprise-wide quality management systems, and initiating a Baldrige Performance Excellence Journey for state government, from gap assessment through strategic quality planning and deployment.
 

Dr. King’s path to this work began with a twenty-six-year career with the U.S. Army, culminating as a Senior Signal Intelligence Chief, including service on the Military Cryptology Advisory Council for the Director of the Central Security Services - National Security Agency. That career gave him a firsthand understanding of how large, complex organizations actually behave systematically under pressure. This experience has shaped his approach to every engagement since.
 

He has served as an adjunct professor of graduate studies at Peirce College for more than 15 years, teaching operations management, supply chain logistics, and strategic human resources management, and has held teaching and program leadership roles at institutions including Al Faisal University, Kingdom of Saudi Arabia and the University of Nevada, Reno - Extended Studies. He holds a Doctor of Business Administration from Argosy University and a Master of Science in Administration from Central Michigan University.
